Mr. Bruce Cadwallender


Board Member since April 27, 2015

Bruce served as Director of Safety and Emergency Management for the University of Michigan Hospitals and Health Centers, retiring in 2014. Bruce currently serves as Special Pathogen Consultant to the Michigan Department of Health and Human Services. With over 30 years’ experience in the practice of safety, health and environmental management, he serves as an adjunct faculty member for the Department of Environmental Health Sciences of the University Of Michigan School Of Public Health. His career also includes experience as a Cold War and Vietnam-era US Air Force officer, serving in the specialties of radar air defense and strategic missiles.

In addition to his position as Board Treasurer, he serves as a member of the External Advisory Board for the University Of Michigan School Of Public Health Center for Occupational Health and Safety Engineering and volunteers with the advocacy group Citizens’ Climate Lobby. Previously, he served on the Ann Arbor Local Emergency Planning Committee, and chaired the Emergency Management Exercise Committee for the Region 2 South Healthcare Coalition.

Residents of Antrim Township, Bruce and his wife Debbie enjoy spending time with family and following the school and sports activities of their grandchildren.


Ms. Vicki Bocek

Vice Chair

Vicki was born and raised in Shiawassee County and developed a passion for wanting to help others. She graduated from Owosso High School and then attended Mott Community College, Central Michigan University, and Michigan State University, earning a Bachelor’s and later a Master’s degree in working with special education students. She is currently employed as a secondary special education teacher with Durand Area Schools. She recently became certified with the State of Michigan as a Driver Education Instructor for teens and adults. Vicki and her husband, Stanley, a Corunna native, enjoy spending time with their children and grandchildren. Her favorite activities are camping and traveling with family and friends. 


Ms. Robyn Spencer


Board Member since September 25, 2006

Robyn is a consumer member of the Board. Robyn believes in Recovery and she holds a free support group on Thursday nights from 5:30-7:30 p.m. at SCCMHA.


Mr. Gary Holzhausen


Commission of District 3 in Shiawassee County, Board Member since January 27, 2014

Gary has lived in Shiawassee County his entire life. Gary is a graduate of Owosso High School. Gary and his wife, Nicki, of 52 years, have two children and three grandchildren. Gary owned and operated his own excavating company for over 40 years and retired in 2002. Gary was elected as Shiawassee County Drain Commissioner from 2004-2008. Gary was elected as a Shiawassee County Commissioner (District 3) in 2010 and was re-elected in 2012 and 2014, which terminates December 31, 2016. Gary is seeking re-election. Gary has been a past Chairman of the Board for Shiawassee County. Gary serves as a member of the following boards: Shiawassee County on Aging, Valley Area Agency on Aging in Flint, Shiawassee County Mental Health, and Capital Area Community Services in Lansing.


Mr. John Horvath



Ms. Janelle Hughes


Board Member since January 25, 2015

Janelle Hughes grew up in the Owosso area. She is a graduate of Michigan State University and has a Master’s Degree in Clinical Social Work. She currently works as a School Social Worker with Shiawassee RESD and previously worked at Shiawassee County Community Mental Health Authority in a variety of roles. Janelle lives in Caledonia Township with her husband and three children.


Ms. Jeanne Ladd


Board Member since January 26, 2015

Jeanne is married with one son and two lovely grandchildren. Jeanne has lived in Shiawassee County for approximately 40 years. Jeanne is a nurse by profession and still works part-time. Jeanne and her husband enjoy the outdoors through hunting, fishing, and riding their horses.


Dr. Paul Wiese


Board Member since April 27, 2015

Dr. Wiese is a psychologist with 30 years experience in the mental health field, at various levels of responsibility, working for public and private organizations, hospitals, and agencies, as well as private practice.Experience includes inpatient and outpatient treatment, with a wide variety of ages and mental illnesses.Dr. Wiese has also taught as adjunct faculty at several universities in the field of psychology (bachelors, masters, and doctoral levels).
